The Park City Planning Commission Are Taking A Field Trip To The Kimball Garage

The owners of the Kimball Garage have invited the Park City Planning Commission to visit the historic structure to better understand their application for a rooftop venue and how they will mitigate its impacts. Melissa Allison has more:

The Kimball Garage’s special event space on the roof of the historic building was approved last year by the Planning Commission. But after a couple of locals appealed the decision, the city council threw it back to the commission, telling them to take another look.

The planning commission admittedly made a mistake in approving the application and are taking measures to ensure, whatever they decide this time around, it sticks.

So far, the commission has told the applicant Tony Tyler, they want a third-party study done regarding the impacts from the proposed uses. Tyler agreed and went even further, inviting the commission to visit the garage so they had a better sense of the layout.

Before Wednesday’s meeting, the commission are meeting to the garage at 4:30 p.m. to walk through the building. And though they have said themselves they are not experts in any of the fields of impact, Planning Director Bruce Erickson says it’s a worthwhile trip for them to make.

 “It’s a complicated building and a complicated location,” Erickson said. "And the planning commissioners need to have all of the facts, combined with the expert analysis from the applicant and also the third-party consultants that the city has hired to review the applicants plan.”

Since this is a public meeting, the public is able to join the commission, but Erickson says hard hats and vests are required and those are limited.

The commission will also look at an application to turn a rooftop into a patio – Erickson said it’s kind of the same issue, but not really.

“The rooftop deck at 875 is for the owners and occupants of the condominium and not a special event space,” Erickson said. “So, it’s really a question of scale and how many people could use the rooftop deck at any one point in time. It’s quite a small area, its changing 196 square feet. So, the possibility is we could hear more noise, but it’s very small compared to the other one.”

That conversation will take place during the regular session that begins at 5:30 p.m. Wednesday. Staff is recommending the commission approve that application.
