Park City Planning Commission Gets First Look At PCMR Base Development

The Park City Planning Commission meets this evening with two proposed development projects on the agenda: the Park City Mountain Resort parking lot development and the proposed subdivision of the Huntsman homestead.

The planning commission meeting starts at 5:30 today and the meeting will be handled electronically. The second item on the work session agenda is a project orientation and discussion to amend the 1998 Park City Mountain Resort Development Agreement. This is the proposed development of the base parking lots. The plan is to build, for sale condominiums, day skier parking, a hotel, retail, and restaurants - as well as public ski lockers, and employee housing.

Park City Planning Director Bruce Erickson says the question to the planning commission is if the request to amend the development agreement is enough or if the proposed application requires a new MPD - or Master Planned Development.

The major difference between what was approved and what’s being proposed he says who is obligated to build and maintain what: Vail Resorts or PEG Companies.

“And now, PEG and the resort talking about severing the responsibilities for the base area development in the parking garages,” said Erickson. “We’ve got x amount of parking that's the responsibility of the resort. Much of the traffic inbound and outbound at the resort is the responsibility of the ski area so who's gonna take responsibility in the long run.”

To be determined is who’s responsible to build the affordable housing still owed from the last major development.

Bruce: “They’re proposing to meet their 80-bed requirement from the original development agreement. They are 23 beds in arrears from doing the Marriott Mountainside project and they have not delivered those 23 units.”

Leslie: “Again, are we talking Vail Resorts or PEG here?”

Bruce: “Exactly Leslie – You’ve hit the nail on the head again. PEG is picking up the responsibility for the employee housing requirements for the 80 beds in the development agreement and they're talking about putting them around the parking garage on the main parking area which is between Manor Way, Lowell and Empire.”

Less clear is who’s responsible for the required parking...

“Right now,” Erickson said, “the development agreement requires them to replace the approximately 1200 surface parking stalls with 1200 parking spaces when they're done with the project - plus the amount of parking spaces required for the condominium and hotel project that PEG is developing. It also requires 600 additional parking spaces if the ski area wants to expand from its current position, so that it would bring it to 1800 parking spaces that they need to provide.”

They’re also trying to figure out how to accommodate all drivers… If you had a ski box on top of your truck, you won’ t be able to park into a 7-foot high parking structure and will need a place to park...PEG also needs to figure out where shuttle vans will go for drop offs and pickups. Right now, the plans don’t show one.

The PCMR base project approval is an administrative approval. What that means is the Planning Commission will make the final decision and the project will only come to city council if it’s appealed. All public comments can be submitted online and will be part of the record.

In other business, the planning commission will have a look at a proposal to subdivide a 40-acre parcel that contains the home of the former John Huntsman Sr. into 15 lots, including the lot that has the house on it.

“It would generally be consistent with the Belle Terre and the American Flag lot size,” [about one acre lots] Erickson said. “There is some hard conversation about whether or not we should be restricting house size on those lots.”

There’s also another 20-acre parcel, outside of the Deer Valley masterplan – on which a number of trails exist…that’s proposed for an additional two lots. The trails he says are on private property and if they stay, the property easements would need to be amended.
