Summit County To Make Improvements To Olympic Park

  The Summit County Council has a long agenda Wednesday, with a variety of topics from a community market to improvements for the Olympic Park.

 
 
The council meets at the Coalville Courthouse.

 
Among the items at about 2:15, the council gets a briefing on the county Community Market, which starts next week, sponsored by the county Health Department. County manager Tom Fisher explained this continues a program they started last year.

 
“Started this as a pilot last year through the Health Department. It’s born out of the fact that the other markets that happen in the county don’t accept SNAP payments. This gives the opportunity for those folks that do use those means in order to pay for groceries, to have fresh fruits and vegetables available from local growers.”

 
At about 2:40 pm, the council will receive its annual independent audit report. It is reportedly a ‘clean’ audit. Fisher said the audit did specify one area the county needs to watch.

 
“We’ve been buying a lot of property either for open space or for other purposes. They just want to make sure that those are reported and clearly owned as assets by the right entities. So, in the case of open space that’s Snyderville Basin Rec. District. They just wanted us to work closer between the auditor’s office, the attorney’s office, and ourselves in order to make sure that’s clear on our assets list.”

 
At about 3:45, they will consider a resolution on a bond for up to $3 million for the Mountain Regional Water District. The bond is mostly to finance improvements for Mountain Regional to take on the Community Water operation, located in the lower Canyons. The bond will be paid off by Community Water users.

 
For the broader district, the bond also pays for improved water meters, to enable better billing to customers.

 
Shortly after 6:00 pm, the council will look at a bond for up to $19.5 million for the Utah Olympic Legacy Foundation, to finance improvements at the Utah Olympic Park and the Kearns Speed Skating Oval. The county is a conduit financer of the bond, since it covers projects in two different counties.

 
Fisher said this has been waiting in the wings for several weeks now.

 
“We’ve had it on our draft agenda for about the past two months, practically every meeting. We’ve just been waiting for our bond council and the financer to get the final paperwork. There was really no hurry to do that, so they’ve been very deliberate about it. But I think we have the final paperwork now so we’re just taking the final action.”

 
Right afterward, the county will look at approvals for some property exchanges between the Utah Athletic Foundation and the Snyderville Recreation District.

 
“It’s exchanging properties essentially in order to allow some property to go to the Utah Olympic Foundation in regards to their workforce housing that they’re building right now. Some of that property has to do with drainage, and some might also be benefiting the rec. district as far as their trail development.”
