Two New Department Heads Approved By Summit County Council

As part of their agenda on Wednesday, the Summit County Council gave their approval for the two new department heads.

First, the council approved a contract for a new General Manager at the Mountain Regional Water District. Council member Roger Armstrong talked about Scott Morrison, who’s been an engineer with the district.

“They had a number of applications. They narrowed it down to six or seven candidates and went through the interview process and Scott rose to the top. Scott’s a smart guy, and he’s got an interesting background that lead him here. He’s a chemical engineer, he got a master’s degree he’s been involved with Mountain Regional for some period of time.” Armstrong explained, “I think there was some thought--with the administration, within Mountain Regional and probably with the administrative control board--prior to the changes at the management level that he might be a candidate that they would want to look at later. He’s familiar with the organization, a smart guy and I think he’ll do a great job.”

Also, the council ratified a nomination from the County Democratic Party, naming Rhonda Francis to serve as interim County Recorder for the rest of the calendar year.

The previous Recorder, Mary Ann Trussell, resigned this summer. Francis has been a staffer in the office for about a decade and a half.

“She’s got a lot of experience. It’s one of those jobs where I think experience does matter, passion does matter.” Armstrong said, “She wanted this job and she’s going to work hard for it. So, we were happy to get that.

Francis is also the only candidate who has filed to run for Recorder on this November’s ballot.
