Participants in this year's Park City Tour say they've found a lot of elements in Boulder, Colorado to commend, emulate, or study as take-home ideas. They were a bit more skeptical of a second stop on the tour -- the town of Black Hawk, Colorado, an old mining locale that's turned to a casino economy. Rick Brough has more.
