After a lengthy public hearing, the Coalville City Council voted 3-2 to annex a 1,500-acre property west of Interstate 80. But city officials said Monday night that although they decided to annex the so-called Wohali tract -- named for its hopeful developers, Wohali Partners LLC -- it does not automatically mean approval to build 500 high-end residences and a golf course.
