Rep. Mike Kohler and Sen. Ron Winterton honored Chief Carpenter with citations noting his 36 years of service in law enforcement.
He was also sworn in as president of the International Association of Chiefs of Police, a global organization of 33,000 law enforcement professionals from over 170 countries.
Chief Carpenter is the first police chief from Utah to lead the association.
