The Summit County Council on Wednesday heard from the Mountain Life Church, located in the Silver Creek neighborhood, which is looking to apply for an expansion of its site. However, the 16-year-old church has an unusual development history, and after prolonged discussion, council members were unable to settle on a legal way that the church could proceed.
