Heber Municipal Ballot Shrinks Ahead Of November Election

After a busy election filing week in Heber City that brought three candidates for mayor and eight for council, the ballot has now slimmed considerably.

Last week, owner of Summit Contractors and city planning commission member Dave Richards dropped out of the race for mayor.

His withdrawal leaves incumbent Kelleen Potter, who’s wrapping up her first term now, and Councilwoman Heidi Franco in the race.

Earlier this month, declared candidate Corey Kent Berg dropped out of the race for council. City officials told KPCW that on Thursday, Robert Heywood and Lillian Bradley dropped out. Jim Harper also told KPCW he would not run.

Bradley’s background is with nonprofits. She’s spent almost a decade managing them to support health and humanitarian causes locally and in Africa.

Harper is a founder and owner of multiple businesses. He said he decided not to run because it’s “not a good time” for him.

Berg and Heywood are developers with the Ritchie Group in Salt Lake City.

Along with the mayors, the ballot on Tuesday, November 2 will include four names for two city council seats: Yvonne Barney, incumbent Wayne Hardman, Bryce Hoover and Scott Phillips.

Barney is a member of the Friends of Heber Valley non-profit and former Wasatch district advancement chair for Boy Scouts of America.

Hardman is in his first term on the council and has a background with the Utah Transit Authority and U.S. Army. He was also a member of the first Wasatch County Council, which formed in 2001. That was for a two-year term.

Hoover is a medical laboratory scientist at Heber Valley Hospital and has lived in Heber City for 13 years.

Phillips is a financial advisor and former president of the Heber Valley Rotary Club, as well as a current trustee on the Heber Valley Hospital board.
