Black Farmers Follow Up on USDA Grievances
On Wednesday, demonstrators are coming to Washington to urge helping black farmers, many of whom were left out of an Agriculture Department settlement. A recent study by the Government Accountability Office noted problems, but the USDA shows no inclination to revisit the claim.

Bush Downscales Millennium Challenge Funds in Budget
Early in his first term, President Bush made a commitment to spend $5 billion a year in helping the poorest nations of the world out of poverty. His Millennium Challenge Account, though, has not spent a penny yet. And the president's latest budget proposal calls for $3 billion, not the $5 billion he promised.

Troop Protections from Homemade Bombs Sought
According to the Pentagon, improvised explosive devices account for half of all combat deaths in Iraq. The Pentagon says by summer, all U.S. military vehicles in Iraq will have factory-produced armor. The military also is turning to high-tech solutions, including drones that can detect items buried in the ground.

Social Security Plan Combines Privatization, Income Cap Raise
A proposal that offers a long-term fix for Social Security involves reducing the annual cost-of-living adjustments that compensate retirees for inflation. The plan raises the cap on income subject to Social Security payroll taxes, and adds private accounts as ways to fill the funding gaps in the Social Security program.

Questions about President Bush's time in the Texas National Guard resurface, as the Associated Press reports it has been unable to find military documents to explain gaps in his service. GAO: Hospital Reviews Miss Many Errors
The Government Accountability Office says that more than three-quarters of major deficiencies and errors at hospitals are not found during normal accreditation reviews. A new report from the GAO says the private agency that inspects hospitals for the Medicare program often misses vital patient safety lapses and important fire safety problems.
