Gov. Cox introduces initiative to increase government efficiency

Utah State Office of the Governor
Utah Gov. Spencer Cox and his cabinet hold a news conference to announce GRIT, a new government efficiency initiative, at the Utah Capitol in Salt Lake City on May 9, 2025.

Utah Gov. Spencer Cox signed an executive order Friday launching the Government Reform, Innovation & Transparency initiative, or GRIT.

The governor’s office says the statewide initiative will focus on improving efficiency and “deliver better results for the people of Utah.”

GRIT calls on every state agency to evaluate how its sector of government works, and how it could work better.

Under the order, state agencies must submit at least one efficiency improvement project to the Governor’s Office of Planning and Budget by July 1 and independently launch at least one additional internal project per division, office or bureau.

The order also requires agencies to participate in the statewide Efficiency and Process Improvement Collaborative (EPIC), a statewide professional learning network, actively use feedback gathered through the state’s Customer Experience Initiative and report measurable results related to cost and time savings and improved service delivery.
