Pre-application Process For Park City Affordable Housing Program Now Open

Park City Municipal is now accepting pre-applications for its affordable housing program, which, coupled with the city’s selection process, will put qualified applicants on the waitlist to purchase city-developed units.

People who work within Park City School District boundaries can get a jump on applying for homeownership under Park City Municipal’s affordable and attainable housing program. To be eligible for the current selection process, pre-applications are due Dec. 6. Applications submitted after that time will be placed at the bottom of the waitlist.

The city currently has units available in the Woodside Park Phase I development—three single-family homes and four townhomes with attached studio apartments. There’s also a two-bedroom condo in the Silver Star development.

Park City Housing Development Manager Jason Glidden says he hears from people every day who are interested in applying.

“As we’ve started to offer some of our educational courses, between the orientation and the first-time homebuyers class, some of the numbers coming in--you know, at last week's orientation, we had over 50 people there, which is fantastic," Glidden said. "We still have a couple opportunities this month and next month for those orientations and those first-time homebuyer classes.”

Pre-applications will be analyzed for eligibility for the selection process, based on minimum qualifications. Then, the selection process will generate a waitlist. Those at the top of the list will be required to submit a full application, including proof of employment, financial statements and pre-qualification for a mortgage loan. Applicants will then be matched with a unit based on income and family size. If they’re not a match, they’ll go back to their place on the waitlist, and the next applicant will be considered.

The selection process is weighted based on different criteria. Applicants can receive two extra chances for working as an emergency responder, such as a firefighter; and one as a community builder, like a teacher or non-profit employee. They can also receive one additional odd for working within Park City limits; and one for working within Park City School District boundaries for five years or more. Applicants can only receive up to four additional chances.

After some concerns about the perception of unfairness with the city’s prior selection processes, Glidden says this time Park City isn’t even involved, to eliminate any perceived conflicts of interest.

“This is all done through outside vendors that we've contracted, and the vendor that is actually doing the selection process is not even located in Park City--not even within Summit County," Glidden said. "They are going to use software to do this selection process, and we feel that by putting this at more of an arm's length of the city, that we can negate some of those concerns.”

Interested community members can find more information about Park City Municipal’s affordable housing program at parkcityhousing.org. The pre-application is online, though paper copies are also available. Applications are also available in English and Spanish.
