Putt Reviews Stream Of New Applications

Summit County’s planning staff have received a flurry of new requests in recent weeks—in particular, coming with the New Year.

County Development Director Pat Putt says they have received an application, from Dakota Pacific, for a Use under the current approval for a Tech Park at Kimball Junction.

That is coming even while Dakota Pacific’s proposal to revise the entire property to a residential/commercial neighborhood is going to a public hearing before the Summit County Council this week.        

The Boyer Tech Park was approved about 12 years ago.  

Putt said that some six or seven years ago, they drew up a list of Uses for the project that are either allowed or granted  as a Conditional Use.     They also devised a process to determine if a Use is allowed in the project.       

“In the event there was a proposed use that would go into the Park, that maybe need a bit more study if it complies with that Use Table, that process is available.   We did receive an application for a Use Determination from Dakota Pacific.  It is for medical facilities.  I’ve assigned that to Peter Barnes to help shepherd through the process.   The way that Use Determination works is an application submitted a description as provided, and then the County Manager, the Planning Director, Community Development Director and the Chair of the Planning Commission sit down and do an evaluation and make a Determination.   The Determination, one way or the other, is appealable to the Council.”

He said they asked Dakota for more information on the request, and are still waiting to hear back.      

“It would be allowed.   I think the question is with the proposed changes, is this something that can be done.   And the answer to that is Yes, be cause it’s already built in to the existing entitlement process.  If it was determined to be consistent with that Use Chart, it would just be part of that remaining 1.2 million square feet left to build out on the property.  They would just move forward and build it.  If it determined to be an allowed or a Conditional Use, they would be able to do it by right.  The process would be similar to what we went through when we built the Skull Candy building or the Chamber/Bureau building.  It’d go through a final site plan with the Planning Commission.”

Putt said his office has received over two dozen other applications.   For example, one is requesting a Low Impact Permit from the Echo Divide Wind Tower project near Echo Canyon.    The applicant is looking for some test towers to evaluate the wind in the Canyon.

In addition, he said that Habitat For Humanity submitted a subdivision plat for a residence they will be building in Silver Creek Village.    And at the other end of the Basin, the Weilenmann School near Kilby Road is asking for an addition to its building.
