Heber City Employs Full-Time Attorney, Appoints New Airport Manager

Heber City announced some changes in employment at the city offices this week, although the announcements won’t bring new faces to the city.

Heber City Council approved an agreement to employee Mark Smedley as the city’s full-time legal counsel starting June 3rd of this year. Smedley has been the city’s part-time attorney since 2002. The city cited growing legal demands as the reasoning behind the hire. Demands mentioned included a growing city, significant land us pressures, legal dealings with developers and increased use of contracts.

The city says they considered contracting with an individual or firm before deciding that employing a full-time, in-house attorney was in the city’s best interest strategically and financially.

Additionally, the city announced the hiring of a new Heber Valley Airport manager. Travis Biggs, who had been working for the past four years as the airport’s assistant manager was hired by the city to be the new manager. Biggs received endorsements from the airport advisory board chairman Mike Duggins, city manager Matt Brower and the outgoing Airport Manager Denis Godfrey. Godfrey left after accepting a position as an airport manager in Colorado.

Biggs comes into the new role just ahead of the Airport Master Plan update which will guide the airport into the future.
